What is E-Rich?

E-Rich is a program that assists ILLINET* member libraries in securing electronic information resources.

What are electronic resources?

According to Anglo-American Cataloguing Rules, Second Edition, 2005 Update, an electronic resource is: "Material (data and/or program(s)) encoded for manipulation by a computerized device. This material may require the use of a peripheral directly connected to a computerized device (e.g., CD-ROM drive) or a connection to a computer network (e.g., the Internet)." This definition does not include electronic resources that do not require the use of a computer, for example, music compact discs and videodiscs.

What is the purpose of E-Rich?

By facilitating E-Rich, the Illinois State Library strives to enrich the lives of Illinois citizens by promoting the availability of electronic resources and access to information in Illinois libraries.

An E-RICH: Subcommittee was created January 2008 to suggest electronic resources for inclusion in the E-RICH menu of offerings. Members of the E-RICH: Subcommittee reflects the multi-type library network that resides in Illinois. The E-RICH: Subcommittee recommendations are made after the rigorous review of documentation from various sources, including statistical surveys, stakeholder recommendations, and usage statistics of various electronic resources. The ILLINET Network Advisory Council (INAC) acts accordingly to the recommendations made the E-RICH: Subcommittee.

To also assist in the selection of electronic resources, the Illinois State Library offers Try-It! Illinois, an annual statewide electronic resources trial. Try-It! Illinois celebrated its eighth year in the Fall of 2007. The trial offers the 5,000+ ILLINET member libraries, their staffs and their communities, a wonderful opportunity to survey and evaluate a wide variety of electronic resources. Thanks to the collaboration between the Illinois State Library and the participating electronic resource vendors, there is no charge for accessing these databases during Try-It! Illinois.

*ILLINET member libraries are those academic, public, school and special libraries recognized as members in good standing by their regional library systems and the Illinois State Library. This compliance automatically makes them members of the Illinois Library and Information Network (ILLINET), a statewide consortium of more than 5,000 libraries.

What services are offered through E-Rich?

E-RICH, an umbrella term, denotes the tiered service offerings available to ILLINET member libraries. Factors that determine consideration for E-Rich are: 1) the demonstration of the resource during Try-It! Illinois, and 2) the resource must be available for sale.

TIER 1 - Electronic resources are totally subsidized by the Illinois State Library and provided at no charge to all ILLINET member libraries.

Philosophy: The electronic resources available within Tier 1 should have broad appeal, possessing application to all ILLINET multi-type libraries. The resource(s) should also serve to equal the playing field in the world of access to electronic information.

TIER 2 - Electronic resources are partially subsidized by the Illinois State Library and available to all ILLINET member libraries. A portion of the cost must be paid by the subscribing library.

Philosophy: These e-resource(s) are typically more specialized more or less possessing broad appeal to all multi-type libraries. Stakeholders have indicated high interest in participating in the subsidization of the electronic resource(s).

Broad appeal to all multi-type libraries is preferred for inclusion in Tier 2 offers.

TIER 3 - Favorable pricing for electronic resources is negotiated for all ILLINET member libraries by the Illinois State Library. The Illinois State Library does not subsidize the cost.

Philosophy: Stakeholders must indicate high demand for these e-resources. Inclusion of these e-resources in Tier 3 will be guided by Try-It! Illinois usage statistics, stakeholder recommendations, and by other statistical survey results. These resources may have unique appeal to one or all types of ILLINET libraries. Balance in offerings will be a major aim of the offerings in this tier.

Which Electronic Resources are available through E-Rich in FY2009 (July 1, 2008-June 30, 2009)?

TIER 1

FirstSearch

FirstSearch, from OCLC, Inc., provides library staff and end users access to a full collection of reference databases. With FirstSearch, materials in your library's collection are highlighted in search results from an abundance of leading databases.

The Illinois State Library continues its 16th year of support to FirstSearch access for all ILLINET member libraries. FY2009 databases available at no charge include: ArticleFirst, Clase/Periodica, eBooks, Electronic Collection Online (ECO), ERIC, GPO Monthly, MEDLINE, PapersFirst, ProceedingsFirst, World Almanac--Full Text, WorldCat, and WorldCatDissertations.

Libraries currently subscribed to FirstSearch through the Illinois State Library's E-RICH program do not need to re-apply. Libraries wishing to subscribe to FirstSearch through E-RICH can sign up at any time. To purchase additional FirstSearch databases, contact the Illinois State Library's ILLINET/OCLC office, oclc1 at ilsos.net or 217-782-1532.

TIER 2

NoveList® & NoveList® K-8 | NoveList Plus & NoveList® K-8 Plus

NoveList and NoveList K-8 is an online readers' advisory service that helps librarians and readers find fiction books based on books they have read or topics in which they are interested. Readers can search for books by title, author or by simply describing a book they would like to read. NoveList K-8 is especially useful for teachers and students looking for new books or stories that have a particular appeal.

NoveList Plus & NoveList K-8 Plus is an online readers' advisory service that contains information on fiction and nonfiction titles for all ages which can be searched using subject headings. Users can find books in a variety of ways including searching by title, author, or plot.

NoveList & NoveList K-8 or NoveList Plus & NoveList K-8 Plus is available to ILLINET member academic, public, special and high school library buildings and to middle and elementary library buildings. The Office of the Secretary of State, Illinois State Library pays 50% of each library building (location) fee.

The enrollment period begins October 1, 2008 - September 30, 2009.

TIER 3

Currently, no offerings are available. Check this web site periodically for future offerings in this tier.

How do I make a recommendation for an E-RICH offering?

Recommendations will be considered from library staff, regional system library staff, vendors and patrons. Complete the consideration application and return it to the State Library in order to make known your suggestion for inclusion in E-RICH.

MLNC Opportunities for ILLINET Member Libraries

All ILLINET member libraries are eligible for membership in the Missouri Library Network Corporation (MLNC). Membership, which requires an $80 annual fee, affords libraries the opportunity to purchase electronic resources at competitive prices.
